Quebec moves to ban services for people with covered faces

Bill 94, introduced on March 24, would set limits on accommodations made by the public service under the Quebec Charter of Human Rights and Freedoms. Bill 94 explicitly prohibits the provision of public services to people whose faces are covered, including a Muslim woman wearing a niqab, a face veil that only shows a woman’s eyes. In general, the bill states accommodations must only be made if they do not impose undue hardship on the service provider.

Possible changes affecting Alberta employment agencies

Alberta is considering revising legislation governing employment agencies. Currently, agencies that help employers find or test potential workers or assist job hunters must be licensed. A discussion paper, available at www.servicealberta.ca/pdf/Employment_agencies_DP.pdf, considers issues such as what agencies should be required to disclose to clients, agency fees and extra services they should be allowed to offer.

Ontario considering new retirement home legislation

Bill 21, the Retirement Homes Act, 2010, would require retirement homes to comply with legislated care and safety standards, establish a regulatory enforcement authority and create a list of patients’ rights. All homes would be required to have emergency plans and infection control and prevention programs, meet standards for initial and ongoing assessment of residents’ care needs and care planning, and conduct police background checks and training for staff.
