Employers will have to register with government

The Manitoba government is proposing legislation to regulate the recruitment of foreign workers.

Labour and Immigration Minister Nancy Allan tabled a bill late last week that would require employers to register with the province when they want to bring workers to Manitoba.

Employers will only be allowed to use recruiters licensed by the province and will have to pay any fees associated with the recruiters, so foreign workers would be protected from shady agencies that charge thousands of dollars without any guarantee of a job or work permit.

The proposed legislation would also regulate talent and modelling scouts who use children. It would require every agency in the province to undergo a criminal-record background check and be licensed with the province.
