New Quebec legislation helps foreign-trained professionals

Doctors, engineers have a hard time getting qualifications recognized

Quebec has tabled legislation to help foreign-trained professionals enter the province's workforce more easily.

More than 4,000 foreign-trained workers seek to have their professional qualifications recognized in Quebec each year.

But Canadian professional associations often don't recognize the foreign training of doctors, engineers, and other professionals.

Premier Jean Charest told the CBC Quebec's labour market needs those workers and their skills.

The proposed legislation would improve communication between government and immigrants while their files are being processed. It would also create a complaints commissioner to ensure the system is fair and applicants aren't denied simply because their training was in another country.

The move comes as a response to a key recommendation from last year's Bouchard-Taylor report on reasonable accommodations for minority groups.
