Provinces expand PNP to jobless grads

Toronto, Winnipeg — Ontario is expanding its provincial nominee program (PNP) to allow international students graduating from master’s programs to apply for permanent residence without a job offer. This change will help the province attract and retain the best and brightest international students, said Ontario Minister of Training, Colleges and Universities John Milloy. Manitoba has also made changes to its PNP. Beginning in 2011, international graduates from a Manitoba post-secondary educational program of at least two academic years will be able to apply to the program without a job offer.
