Ontario regulatory HR bill to receive second reading March 1: HRPA

If passed, Bill 28 would regulate HRPA members in manner similar to accountants

Bill 28, a private member’s bill that would regulate members of the Human Resources Professionals Association (HRPA) in a manner similar to accountants, will be presented for second reading March 1, said CEO Bill Greenhalgh in an email to members.

The bill is sponsored by three MPPs — David Zimmer (Liberal), Michael Prue (NDP) and Christine Elliott (PC) — and they are all invited to make remarks about the bill at the second reading.

A previous private member’s bill — Bill 138, An Act respecting the Human Resources Professionals Association — failed to reach third reading last year before the legislature adjourned for the fall election. It was sponsored by Zimmer alone.

Following normal protocols, the bill will be referred to a standing committee where stakeholder comments will be examined when the bill is reviewed. At present, it is unknown when this will take place, said Greenhalgh.

Following the committee stage, the next steps are a third reading and then a vote in the legislature. And the final step would be to receive royal assent.
