Quebec coroner calls for developers, public agencies to be more responsible for job safety

Recommendations made after looking into three construction fatalities

Health and safety should be part of the tender process when companies bid on construction contracts, according to Quebec coroner Jean Brochu, who released a report looking into three deaths on infrastructure job sites in 2008 and 2009.

"We have to ensure that the owner and first contractor use specific measures to ensure that safety is taken into account. They can't just say, 'Be careful' and leave it at that," said Brochu in the Montreal Gazette.

The report also said the creation of an agency or officer of workplace accident prevention in the province independent of the Commission de la santé et de la sécurité du travail should be considered, according to media reports. The agency or officer would review workplace deaths and advise the minister.
