A human resources director in Toronto with limited experience should expect to earn anywhere from $117,777 to $161,939 in 2026.

On the other hand, a more senior HR director should be looking at a range of $183,448 to $248,647 in the new year.

That’s according to the 2026 Salary Guide from Randstad, with detailed salary data for over 600 roles across 50 Canadian cities.

Salary ranges correspond to the 25th and 75th percentiles for:

  • entry-level (1–3 years of experience)
  • intermediate (4–7 years of experience)
  • senior-level (8–12 years of experience) positions.

“The role of HR has become more strategic than ever, requiring agility and foresight to manage a market defined by uncertainty,” says Randstad.

Salary increases for HR

It’s expected that human resources professionals in Canada will see a 1.6% average year-over-year salary increase across their roles in 2026, according to a separate survey by Robert Half.

Digital transformation is a major driver of HR salary growth. Ninety-one percent of HR leaders say they will participate in a major digital transformation initiative in the next two years.

And 42% are willing to increase starting salaries for roles supporting critical business needs, found the survey.
